Charles M. (Chuck) Mitchell

Chuck Mitchell is the Director of Government Services for ABS Consulting. He has 25 years of engineering experience in design, startup testing, and analysis of nuclear and chemical facilities. He is an expert in applying safety analysis techniques, ranging from what-if analysis, hazard and operability analysis, and failure modes and effects analysis to fault tree and event tree analyses.

He has conducted numerous safety analyses and developed safety documentation for Department of Energy (DOE) and Nuclear Regulatory Commission nuclear facilities; refineries; chemical plants; pharmaceutical facilities; rail, ship, and pipeline transportation facilities; and pulp and paper mills.

Mr. Mitchell has managed process hazard analysis projects for many types of facilities, including hydrocarbon processing units, chemical manufacturing facilities, mining and mineral extraction facilities, and isotopic enrichment facilities. He has also managed reliability analyses and risk assessments for DOE facilities and commercial companies, including projects involving gas pipeline transmission and tank vessel transportation of crude oil. He has also authored and presented papers that demonstrate the effectiveness of using these techniques at large, complex manufacturing facilities.
