James J. Rooney

James J. Rooney, PE, is the Director, Quality and Lean Six Sigma Services, at ABS Consulting (formerly JBF Associates), with 30 years of experience in lean six sigma, reliability engineering, risk assessment, process safety management, and total quality management. He has broad experience in applying techniques such as fault tree analysis, failure modes and effects analysis, root cause analysis, and hazard and operability analysis. Mr. Rooney received a B.S. in chemical engineering from the University of Virginia in 1975, an M.E. in nuclear engineering from the University of Tennessee in 1978, and an M.B.A. in management/operations research from the University of Tennessee in 1983.

Since helping start JBF Associates in 1977, Mr. Rooney has performed numerous risk and reliability analyses on nuclear, chemical, and petroleum systems. Mr. Rooney is a Fellow of the American Society for Quality (ASQ) and a member of the editorial review board of the ASQ's Quality Progress magazine. He has published numerous papers on risk assessment and reliability engineering methods and was a guest editor of the IEEE Transactions on Reliability special issue on chemical process safety. Mr. Rooney is an ASQ-Certified Biomedical Auditor, Certified Hazard Analysis and Critical Control Points Auditor, Certified Manager of Quality and Organizational Excellence, Certified Quality Auditor, Certified Quality Engineer, Certified Quality Technician, Certified Quality Improvement Associate, Certified Reliability Engineer, and Certified Six Sigma Green Belt. He currently serves as the Parliamentarian for the ASQ Board of Directors and as Chair of ASQ's Publications Management Board. He is a registered professional engineer in the state of Tennessee.

Mr. Rooney teaches several different courses for the training division of ABS Consulting, including courses on lean six sigma, qualitative and quantitative hazard/reliability analysis, management system development/auditing, and incident investigation/root cause analysis.
