Arthur M. Dowell, III, P.E.
Arthur M. Dowell, III, P.E. (A.M. Dowell) has 37 years industrial experience in technical support to operations, engineering design, plant startup, research, technology management, hazard and risk analysis, and incident investigation. He is recognized in the industry for his work in process safety management systems, incident investigation, and risk assessment. Mr. Dowell has been conducting incident investigations since 1970. He has been leading Process Hazard Analyses (PHAs), and has been performing consequence analysis and fault tree analysis since 1978. He is a proficient user of FMEA, what-if/checklist, event trees, and, an emerging technique, Hazard Reliability, and Operability Analysis (HAZROP). Mr. Dowell was a co-developer of the Multiple Cause, Systems Oriented Incident Investigation System in the 1980s, and has conducted numerous training courses on incident investigation for the industry. He has been using Layer of Protection Analysis (LOPA) for chemical processes for more than 10 years.
Mr. Dowell received a BA and BS in Chemical Engineering from Rice University in 1967. He has presented numerous papers at symposia for several technical societies and he has written many articles on process safety. He received the Bill Doyle Award from the American Institute of Chemical Engineers (AIChE) for the best Loss Prevention Symposium paper in 1991. In 2002 he was a co-recipient of the Albert F. Sperry Founders Award from the Instrumentation, Systems, and Automation Society (ISA) for his work in developing and advocating LOPA.
Mr. Dowell worked on three book-writing committees for the Center for Chemical Process Safety, including:
- Guidelines for Investigating Chemical Process Incidents
- Guidelines for Inherently Safer Chemical Processes – subcommittee co-chair and a primary co-author
- Layer of Protection Analysis: Simplified Process Risk Assessment – subcommittee chair and a primary co-author. He proposed that CCPS sponsor the LOPA book
Mr. Dowell served several years on the ISA S84 standard Committee and the US Technical Advisory Group for the IEC 61511 standard Committee. He was one of the primary authors of TR84.0.02 for analysis of the performance of Safety Instrumented Functions (SIFs).
Mr. Dowell is a fellow of AIChE and a member of The Instrumentation, Systems, and Automation Society (ISA). He served the South Texas Section of AIChE on the Executive Committee, and as secretary and treasurer. Mr. Dowell is a licensed Professional Engineer (Chemical Engineering) in Pennsylvania and Texas.
