Why do you need PSM written programs?

OSHA's PSM rule mandates written programs for employee participation, mechanical integrity, management of change and emergency planning and response elements. Although not specifically required, written programs for other PSM elements may be a practical necessity since PSM activities they represent may be new to many people in the plant. These activities may include process safety information, process hazard analysis, safe work practices, pre-startup safety review and compliance audits.

Written programs can also assist with uniformly implementing PSM activities such as operating procedures, training, contractors and incident investigation within your facility or across your company. EPA risk management program rule 40 CFR Part 68 also requires companies to develop PSM written programs.

How are PSM written programs developed?

If management practices already exist in your plant, an ABS Consulting PSM specialist will identify existing roles, responsibilities, functions and products of the management system and then document these practices. If a PSM activity is new or must be considerably improved at your facility, the specialist will work with your organization to define essential features of management systems that fit within your plant's organizational culture. These features and performance expectations are then recorded in a formal written document.
