ASME-Nuclear Services

In-service ASME Section XI Authorized Nuclear Inspection ServicesQuality Management Support (QMS) Services

ABS Consulting is a source for developing, monitoring and implementing internal and external procedures to assist the client in maintaining the required standards and the appropriate business controls. This includes important measures for maintaining conformance with the (business) process safety management aspects of good industry and regulatory practice. ABS Consulting can assist and help implement an internal audit program and follow-up of action items for compliance with project procedures; also, ABS Consulting can develop a quality management program (QMP) to provide the required level of quality surveillance of the contractors working on a project. A typical project may require the review and approval of a contractor’s quality plans or programs, etc., with specific focus on compliance with certain regulations and good industry practice. The scope of our services may include development and audit/inspection programs to confirm  compliance with project requirements for materials supplied by a contractor, i.e., vendor audits, factory acceptance tests, general on-site attendance, etc. ABS Consulting can also provide auditors knowledgeable with industry standards and specifications. This includes determining the suitability and code compliance of vendor proposed standards and specifications. ABS Consulting personnel have extensive experience in working with clients, vendors, regulatory entities and customer liaison as a means to minimize, if not eliminate, duplication of off-site inspection efforts.

Boiler and Machinery (B&M) Loss Control Services

ABS Consulting provides a full range of B&M loss control services. ABS Consulting B&M professionals are located nationwide to provide prompt, economical service. ABS Consulting conducts loss control assessments of machinery and evaluates high value, hard-to-replace long lead time equipment. Potential hazards are identified that could result in a failure or business interruption. Critical to this process is the evaluation of maintenance and testing schedules in order to compare them with industry best practices. After this evaluation, recommendations for corrective actions are made that mitigate and may reduce the possibility of failures, outages and business interruption.

ABS Consulting loss control services include:

  • Risk evaluation and assessment
  • Incident investigations
  • Thermographic imaging
  • Vibration monitoring
  • Transformer oil analysis

Pressure Equipment Directive (PED) Services

ABS Consulting provides PED services in cooperation with Royal and SunAlliance Certification Services, which has been appointed by the United Kingdom Government's Department of Trade and Industry (DTI) as a Notified Body for conducting conformity assessment of pressure equipment to the requirements of the European Pressure Equipment Directive (PED) 97/23/EC. Their Notified Body appointment includes audit and inspection services in accordance with the following Quality Assurance and Inspection-based Modules of the PED: A1, D1, E1, B1+D, B1+F, B+E, B+C1, B+D, B+F, G, H and H1 and approval testing of joining, welding/brazing) procedures and personnel employed in PED production activities.

Indian Boiler Regulation (IBR) Inspection Services

ABS Consulting provides services to verify compliance with the IBR and a client’s purchase order requirements. Such verification customarily requires that the ABS Consulting technical representative randomly witnesses performance of flattening, tensile, yield and elongation tests as well as the performance of ultrasonic testing and hydrostatic tests and reviews all test results related to metallurgical properties. The typical scope of work also includes a thorough review of the manufacturer’s material test report i.e., Form IIIA (i) Certificate of Manufacturer & Test followed by visual examination of the material prior to shipment, at which time the ABS Consulting steel die stamp (WTS) is permanently marked on the material along with confirmation of the manufacturer’s permanent product marking. Usually, this marking will show the name of the manufacturer, serial number, heat number, length, weight, diameter and wall thickness in customary and SI units of measure, material type, grade, hydrostatic test pressure, NDE and the client’s purchase order number. Finally, a comprehensive report with photographs is issued certifying the product’s conformance to specification and the IBR requirements.

New Construction ASME Authorized Inspection Services

ABS Consulting is accredited by the American Society of Mechanical Engineers (ASME) as an Authorized Inspection Agency (AIA).  ABS Consulting provides authorized inspection services for manufacturers of nuclear and non-nuclear components with a staff of over 200 authorized inspectors and providing AIA services to more than 300 certificate holders worldwide.

In-service ASME Section XI Authorized Nuclear Inspection Services

ABS Consulting is an internationally recognized provider of quality control and technical assistance for the American Society of Mechanical Engineers (ASME) boiler and pressure vessel accreditation programs. We provide independent verification and certification service relating to the mechanical integrity and safety of boilers and pressure vessels. Professional, third-party verification is available either to recognized international standards, such as ASME or for conformance with individual client specifications.

ABS Consulting offers Authorized Inspection Agency (AIA) services for various clients operating at nuclear and non-nuclear facilities for new construction and in-service inspections in addition to the National Board Inspection Code (NBIC) for repair, alteration and replacement of nuclear and non-nuclear vessels at operating plants and facilities. This service also includes offering quality control and technical assistance to manufacturers of boilers and pressure vessels preparing for ASME. Our team of qualified authorized inspectors (non-nuclear and nuclear) assists in the development of the manufacturer's Quality Control Manual in compliance with the applicable ASME Code requirements. ABS Consulting also provides Registered Professional Engineer stamping services, which includes a review of the client's QA program, in-service inspection plan, maintenance of a record of inspector activity log and annotation of specific ASME forms.

In-service Jurisdictional Boiler and Pressure Vessel Inspection Services

Many states and cities have boiler and pressure vessel regulations that mandate the periodic inspection of boilers and pressure vessels. ABS Consulting has inspectors nationwide who are commissioned by the National Board of Boiler and Pressure Vessel Inspectors (NBBI). ABS Consulting inspectors are familiar with local jurisdictional requirements and are licensed to conduct inspections as required by state law. Having boilers and pressure vessels inspected on a regular basis should enhance safety and compliance with state law. Many jurisdictions will order penalties if pressure retaining items are overdue for inspection.

ABS Consulting offers in-service safety assessment services as well as survey plants and systems during operation and shutdown to access the condition, operation and efficiency of the equipment. Upon completion of the work, ABS Consulting will issue a comprehensive report of activity reflecting the scope of work and include applicable project photographs.
